According to the introduction by the Urban Village and Shantytown Reconstruction Affairs Center of Yanta District, Xi’an, the Shuangqiaotou Village Urban Renewal Project was implemented earlier during the “Three-Self Policy” (self-financing, self-reconstruction, and self-relocation) period of the old village renovation in Xi’an. The project belongs to the Electronic City Sub-district Office. In May 2009, it obtained the approval document for the renovation plan (Shicheng Gaifa  No. 82). The main body of the renovation is Shuangqiaotou Urban Reconstruction and Construction Development Co., Ltd., and the investment enterprise is a federal company . In addition, according to the “Approval to the Urban Reform Plan of Shuangqiaotou in Yanta District” (Shicheng Gaifa  No. 82) document by the Urban Reform Office of Xi’an City, there are 1,342 households and 4,852 villagers in Shuangqiaotou Village. , Including 1064 households with 3879 villagers, 278 households with 973 residents. The total land area of the village is 829.3 mu. Among them, collective construction land is 630.5 mu; the agricultural land area is 198.88 (no basic farmland). The current total construction area in the village is about 667,500 square meters.
However, some villagers in Shuangqiaotou Village do not approve of the above documents. “The data here are not accurate. At that time, there were only more than 1,600 people in Shuangqiaotou Village.” Zhang Tao said that according to the policy at the time, the urban reform plan must be discussed and approved by the villagers meeting, and the district urban reform office reported to the municipal urban reform office for approval. However, the villagers’ meeting did not discuss and approve the renovation plan at all. The resolution of the Shuangqiaotou Village meeting agreed to the “Shuangqiaotou Village Urban Reform Work Plan” was forged. The contents of the criminal justice of the People’s Court of Wubao County, Shaanxi Province [(2017) Shaan 0829 Xing Chu No. 2] confirmed Zhang Tao’s statement. There are two defendants in the judgment. Among them, Liu Guangping (also known as Liu Junli) is the former director of the Shuangqiaotou Village Committee, and the other defendant Huang Ying is an accountant in Shuangqiaotou Village.
