Since 2020, the reform of household registration in first-tier and new first-tier cities has been moving faster and faster.
According to statistics from the 21st Century Business Herald, since 2020, at least 11 of the four major first-tier cities and 15 new first-tier cities have revised their household registration policies, basically relaxing the conditions for settlement.
On January 12, 2021, Hangzhou City issued the “Hangzhou City Residence Permit Points Management Measures” and “Hangzhou City Residence Permit Points Settlement Implementation Rules”. The revised new “Measures” will be officially implemented on June 1 this year. Among them, it is proposed to increase the scores of employment and residence years, and cancel the deduction index of Custody and Education.
In addition to Hangzhou, Qingdao, Hefei, Dongguan and other cities have also adjusted their residency policies. At present, many new first-tier cities only need college or even vocational education to settle down.
It is especially worth noting that first-tier cities with stricter settlement conditions have been moving frequently in the past year, and Guangzhou and Shanghai have all relaxed restrictions on settlement.
Sun Bushu, vice president of the South China Urban Research Association, told the 21st Century Business Herald that now is an era when all cities are participating in population competition. “In addition to the household registration reform, job opportunities are the most important thing for cities to attract population. They also need high-quality soft power supporting facilities for science, education, culture and health.”
Why do key cities relax and settle down
Since 2020, the thirst for talent population in big cities has become more obvious.
On April 1, 2020, the General Office of the Chongqing Municipal Government issued the newly revised “Chongqing Municipal Household Registration Implementation Measures” to lower the conditions for settlement. Among them, relaxation of the conditions for employment in the main urban areas of the main urban areas for employment, economics, and business, the period of employment and social security has been unified from a maximum of 5 years to 3 years, and the period of investment and entrepreneurship has been relaxed from 2 years to 1 year.
On April 8, Nanjing issued the “Ten Measures to Support and Promote the Employment and Entrepreneurship of College Graduates in Nanjing”, which proposed the new policy for the settlement age of undergraduate graduates in the new policy for talent settlement, from under 40 years old to under 45 years old, and college graduates The upper limit of the settlement age has been raised from 35 to 40, and the social security requirement has been shortened from 24 months to 6 months.
On August 14th, the “Implementation Measures for the Entry of Talents in Dongguan City” was issued, suggesting that people with a full-time college degree in general higher education in China and under the age of 40 can apply for entry.
In September, the “Tianjin City Residence Permit Management Measures (Revised Draft for Solicitation of Comments)” proposed to adjust the point value of the guidance points for settlement declaration from 140 points to 110 points. This policy will come into effect on January 1, 2021.
In December, cities such as Hefei, Qingdao, and Suzhou all joined the “army” of relaxed settlement. Among them, Hefei proposed that all kinds of college graduates and vocational colleges (including technical colleges) graduates who come to Hefei to work can work in self-owned residential houses, public employment talent service agencies in employment areas, and public (community) collectives in residential areas. For household registration, it can also be linked to relatives (referring to direct or collateral blood relatives within three generations).
