Nandu news reporter Wei Kai correspondent Xiao Naihua and Yao sanjun, in order to promote the reform of market-oriented allocation of factors and further improve the supply mechanism of industrial land, the Department of natural resources of Guangdong Province studied and drafted several measures on deepening the reform of market-oriented allocation of industrial land (hereinafter referred to as “dry measures”), which were printed and distributed in the name of the provincial government and implemented as of August 21, 2021, Valid for 5 years.
16 specific measures to solve the problem of land supply for a number of industries
The “several measures” put forward 16 specific measures in four aspects, focusing on solving the mismatch between supply and demand, expanding the effective supply of industrial land, ensuring the production space of small and medium-sized enterprises, reducing the land cost of industrial enterprises, and ensuring that industrial land is truly used for industry.
In terms of efficient allocation of new industrial land, the “several measures” stipulate to collect the market demand of industrial land and strengthen the connection between supply and demand. Promote the supply of “standard land”, incorporate the planning conditions and control indicators into the land supply scheme, and give priority to the implementation in development zones or industrial parks above the provincial level. The investment promotion and industrial departments shall study and put forward the industrial access conditions, incorporate them into the land supply scheme, and implement the supply of “with projects”. For industrial projects with clear planning and construction conditions, the construction engineering design scheme and construction drawing design scheme can be included in the land supply scheme, simplify the relevant construction application procedures, and promote “construction upon land delivery”.
In terms of vigorously revitalizing the stock of industrial land, the “several measures” proposed to try out the advance notice registration transfer, and support the advance notice registration before the transfer of industrial land whose investment does not meet the transfer conditions. Support the mortgage of state-owned industrial land and broaden the source of construction funds. We will lower the policy threshold of “industrial to industrial” in the transformation of the “three old” and support the stock of industrial land to go through the land use formalities. Support industrial projects to use collectively operated construction land, and clarify the supply mode and supervision responsibility of collective industrial land.
Cities and prefectures in the Pearl River Delta are encouraged to explore the construction of standard factories that are only rented but not sold
In terms of guiding the agglomeration development of industrial projects, the “several measures” stipulate that industrial projects enter the park and enter the zone, and it is clear that industrial projects newly built or relocated from other places should be arranged within the Development Zone (Industrial Park) in principle, except for special requirements such as safety production and process technology. Cities and prefectures in the Pearl River Delta are encouraged to explore the construction of standard plants that are only rented but not sold, increase the effective supply of industrial plants, and support the agglomeration and development of small, medium-sized and micro enterprises. Encourage the same land-use right holder to build production service, administrative office and living service facilities on multiple adjacent industrial lands, relax the construction area of supporting administrative office and living service facilities for new industrial lands to 30% of the total construction area, support the mixed supply of land for industrial purposes and other industrial purposes (excluding commercial housing), and increase the supply of mixed industrial land through multiple channels, Promote the integrated development of secondary and tertiary industries.
In terms of strengthening service supervision, several measures require cities and counties to establish a service platform for supply and demand of industrial land and housing. Standardize land price management and make it clear that differentiated land price can be implemented for new industrial land. Establish a supervision agreement system, require the newly supplied industrial land to sign a project supervision agreement, and the relevant departments implement joint supervision in accordance with the principle of “who proposes, who supervises”, so as to ensure that the industrial land is really used for industry. Incorporate the performance of paid use contracts of industrial land and project supervision agreements into credit management, strengthen credit constraints, and implement rewards for keeping promises and punishment for breaking promises.
Local government departments are encouraged to explore the establishment of industrial affordable housing
The construction of “industrial affordable housing” effectively ensures the production space of small, medium-sized and micro enterprises. In view of the insufficient land guarantee for small, medium-sized and micro enterprises and the problems of insufficient supply and high prices in the industrial plant trading market, the “several measures” refer to the idea of affordable housing construction, and encourage all localities to explore the allocation or agreement transfer of standard plant land to the municipal and county-level competent departments of industry and information technology or the Management Committee of development zones (industrial parks), It is used to build standard plants that are rented but not sold, give full play to the important role of the government’s “visible hand”, increase the effective supply of industrial plants, stabilize the market rent price, and effectively protect the production space of small, medium-sized and micro enterprises.
In the early rapid development process, especially in the Pearl River Delta, a large number of stock industrial land with imperfect land use procedures, low construction intensity and poor economic benefits have been formed. Many of the land cannot be included in the scope of “three old” reconstruction and library construction because the land occupation ratio of the upper cover does not meet the requirements. In order to speed up the revitalization of this part of land, the “several measures” propose to reduce the threshold for the “industrial to industrial” project to be included in the scope of “three old” transformation mapping and database construction, and support it to go through the land use formalities according to the “three old” transformation policy. At the same time, according to the principle of equal rights and responsibilities, if the “industrial to industrial” is not implemented as agreed after going through the formalities, the government can recover the land use right free of charge according to the prior agreement.
