The Ministry of housing and urban rural development said that the implementation of urban renewal action is a major project defined in the outline of the national 14th five year plan. It is necessary to comply with the law of urban development, respect the wishes of the people, take intensive, green and low-carbon development as the path, change the mode of urban development and construction, adhere to the simultaneous development of “retention, replacement and demolition”, focus on retention, utilization and improvement, and strictly control large-scale demolition and construction, Strengthen repair and transformation, pay attention to improving functions and enhance urban vitality.
In this regard, the exposure draft proposes to adhere to the demarcation of the bottom line to prevent urban renewal and deformation. First, large-scale demolition shall be strictly controlled. In principle, the demolished building area in the old urban renewal unit (area) or project shall not be greater than 20% of the current total building area; Second, it is necessary to strictly control large-scale additional construction, strictly control the scale and construction intensity of reconstruction and expansion of old urban areas and new buildings, and in principle, the demolition and construction ratio of renewal units (areas) or projects should not be greater than 2; Third, we should strictly control large-scale relocation; Fourth, we should ensure stable supply and demand in the housing rental market. Small-scale and short-term demolition of urban villages and other urban areas will lead to an imbalance between supply and demand in the housing rental market and exacerbate the difficulties of new citizens and low-income people in renting houses. We should encourage the steady implementation of the transformation of urban villages, improve public services and infrastructure, improve the public environment, eliminate potential safety hazards, and do a good job in low and medium price The construction of long-term rental housing for small and medium-sized households will comprehensively solve the rental housing problems of key groups such as new citizens and low-income poor people, and the annual increase of housing rent will not exceed 5%.
