After the Ministry of housing and urban rural development shouted a week ago that “cities with poor regulation and control and rapid rise in house prices should be resolutely held accountable”, the first batch of cities have been “interviewed” in the second half of the year, including Yinchuan, Xuzhou, Jinhua, Quanzhou and Huizhou. The cities interviewed are still concentrated in hot areas and urban agglomerations represented by the Yangtze River Delta and the Pearl River Delta.
On the 29th, according to the people’s daily, Ni Hong, Vice Minister of housing and urban rural development, interviewed the responsible comrades of the governments of Yinchuan, Xuzhou, Jinhua, Quanzhou and Huizhou, demanding that we resolutely implement the decisions and arrangements of the Party Central Committee and the State Council, adhere to the positioning that houses are used for living, not for speculation, do not use real estate as a short-term means to stimulate the economy, and earnestly fulfill the main responsibilities of cities, In view of the new situations and problems in the real estate market in the first half of the year, we strengthened regulation and supervision to promote the steady and healthy development of the real estate market.
The meeting announced that the above five cities were included in the list of key cities for real estate market monitoring. At the same time, it was clear that the real estate regulation and control of such cities would be jointly supervised by the Ministry of housing and urban rural development and relevant provincial governments.
So far, the number of cities on the monitoring list has expanded to 8, and the cities on the monitoring list in the first half of the year are Dongguan, Nantong and Nanchang.
In this regard, the five cities said that they would resolutely implement the decisions and arrangements of the Party Central Committee and the State Council, earnestly shoulder the main responsibilities of cities, strengthen market monitoring and supervision, and quickly take targeted measures to ensure the realization of the expected objectives of stabilizing land prices, house prices and housing prices.
Regulation focuses on key regions and Urban Agglomerations
So far this year, 18 cities including Chengdu, Guangzhou, Hefei and Dongguan have been interviewed, supervised or investigated by the Ministry of housing and urban rural development. In addition to Nanchang, some terms of the newly released policies this year are inconsistent with the requirements of stabilizing land price, stabilizing house price and stabilizing expectation, the other 17 cities are cities with high activity in the real estate market in the first half of the year. The prices of new houses or second-hand houses generally rise rapidly, and the bidding heat in the land market is also high.
The first financial reporter found that most of the 18 cities interviewed, supervised or investigated by the Ministry of housing and urban rural development were concentrated in hot urban agglomerations or regions, including the Pearl River Delta represented by Guangzhou, Shenzhen, Dongguan and Huizhou, the Yangtze River Delta represented by Hangzhou, Ningbo, Hefei, Nantong and Jinhua, and the central cities of other urban agglomerations such as Beijing and Chengdu.
“Through the interview on the 29th, the Ministry of housing and urban rural development put more hot urban agglomerations and second and third tier cities in hot areas in the central and western regions within the scope of supervision, indicating that the scope of policy regulation is expanding and gradually sinking. It also reflects the determination of the regulators to resolutely curb the spread trend of property market heat in hot urban agglomerations and to implement the ‘no speculation in housing’ and accountability mechanism.” Chen Xiao, chief analyst of Zhuge looking for a house, told first financial analysis.
