In fact, false information, speculation in house prices and panic once existed last year. In the second half of last year, due to the shortage of second-hand houses in the core plate of the core area of Guangzhou, there was an event that owners jointly fried up second-hand house prices in many communities, which eventually led to the strict voice of the regulatory authorities. In the first half of this year, some high priced houses began to be taken off the shelves from major intermediary websites until the owners adjusted the price to the market price.
Subsequently, from April 21 to May 5, Guangzhou housing and Urban Rural Development Bureau focused on the inspection and rectification of more than 40 violations of laws and regulations, such as fraud by real estate development enterprises and intermediaries in collusion with others, false reporting and concealment of talent purchase qualification, unlicensed sales, false housing sales, false publicity, extra price increase, bid up house prices and so on.
Real estate intermediary service institutions and their employees
Real estate information release should be standardized
The notice points out that first, when real estate intermediary service institutions and their employees accept the entrustment, they should check and check the house property right information and the client’s identity certificate. After the client’s consent and written entrustment, they can be published in stores, websites and other channels (relevant materials must be retained for future reference). If the client is not the property owner of the house, it shall be required to provide an effective power of attorney for selling and renting the house, and shall not use the unauthorized house source information to carry out intermediary services.
Second, when accepting business entrustment, real estate intermediary service institutions and their employees shall sign a written real estate brokerage service contract with the client through the stock real estate online trading platform, obtain the source code, and prepare the housing status statement.
Third, the descriptive language of house source advertising information shall strictly comply with the advertising law of the people’s Republic of China and the provisions on the release of real estate advertising, and it is prohibited to use Memorial venues, revolutionary historical sites and key cultural relics protection units for speculation and publicity.
Fourth, real estate intermediary service institutions and their employees shall not provide intermediary services for indemnificatory housing that does not meet the transaction conditions and houses with restrictions on transaction such as seizure.
Fifth, the housing advertising information of real estate intermediary service agencies shall be updated in time. In case of entrusted housing transaction, cancellation of entrustment by the parties or expiration of entrustment period, the information shall be removed from stores, websites and other release channels within 2 working days from the date of signing the contract or cancellation of entrustment by the client.
Real estate network information release platform

The notice stipulates the listing release of the real estate network information release platform: first, the real estate network information release platform shall not open the listing information release port for the real estate intermediary service institutions that have not obtained the “Filing Certificate of Guangzhou real estate intermediary service institutions”. No housing information shall be released for employees who have not obtained the “Guangzhou real estate intermediary service personnel information card”.
