The Ministry of housing and urban rural development stressed that in the next step, it will also strengthen the financial control of real estate, improve the three-tier and four file financing management rules of real estate enterprises, implement the concentration management of bank real estate loans, and resolutely investigate and deal with the illegal use of business loans, consumer loans and credit loans for house purchase.
The central bank said that the “three lines and four grades” rule introduced in August last year is conducive to correcting the blind expansion of some real estate enterprises, enhancing their anti risk ability, and helping real estate enterprises form stable financial policy expectations; The centralized management system of housing loans has steadily reduced the concentration of real estate loans and personal housing loans of banking financial institutions.

According to Cao Jinbiao, director of the housing security department of the Ministry of housing and urban rural development, before the end of October this year, the urban people’s government should determine the construction objectives and annual construction plans of affordable rental housing during the 14th Five Year Plan period and announce them to the public.
Cao Jinbiao said that in cities with many new citizens and young people, high house prices or great upward pressure, during the 14th Five Year Plan period, the proportion of new affordable rental housing in the total new housing supply should strive to reach more than 30%. For example, Shanghai currently proposes to build and raise 400000 sets of affordable rental housing during the 14th Five Year Plan period, accounting for about 40% of the total housing supply, while Guangzhou proposes to build and raise 600000 sets of affordable rental housing during the 14th Five Year Plan period, accounting for about 45% of the total housing supply.
“All affordable rental housing projects shall be incorporated into the unified management of the housing rental service management platform, all projects shall be incorporated into the project quality and safety supervision, and affordable rental housing shall meet the requirements of small house type, low rent and facing new citizens and young people.”
Cao Jinbiao further pointed out that all localities should resolutely prevent the listing or disguised sales of affordable rental housing, and it is strictly prohibited to defraud preferential policies or operate in violation of regulations in the name of affordable rental housing.
