A few days ago, the official website of Hangzhou municipal government released the notice of soliciting public opinions on the “special plan for building a co construction and sharing public service system (Draft)” (hereinafter referred to as the “plan”), which aroused widespread concern.
The plan proposes to establish a differentiated settlement policy system. Strictly implement the policy of restrictions on the settlement of core urban areas“ The “Nine Star cities” have implemented the policy of controlling, moderately liberalizing and encouraging the settlement, improved the policy system of “policy settlement + talent settlement + residence permit integral settlement”, implemented the differentiated settlement policy of supporting the development of regional key industries (enterprises), reduced the conditions and increased the number of talents for the leading enterprises in the “Star City”, We should guide the population in the over dense areas of the core urban area to disperse to the “Star City” and the new urban inflow population to gather to the “Star City”.
Differentiation policy in Hangzhou
On June 25, Hangzhou held the 12th plenary session of the 12th municipal Party committee, deliberated and passed in principle the “action plan of Hangzhou striving to be a model city of high quality development and construction of common prosperity demonstration zone in Zhejiang Province (2021-2025)”, promoting the “excellent core, strong star” and dislocation coordinated development. For the first time, this plenary session has clearly defined the specific functional orientation of “one core and nine stars” proposed in Hangzhou’s “fourteenth five year” plan: “one core” is the core urban area, which is composed of four districts: Shangcheng, Gongshu, Xihu and Binjiang. “Nine stars” are “Nine Star cities” such as Xiaoshan, Yuhang, Linping, Qiantang, Fuyang, Lin’an, Tonglu, Chun’an and Jiande.
Tang Hailu, vice chairman of the expert committee of Hangzhou Planning Commission, made an analysis of the first finance and economics department. The differentiated settlement policy mainly focuses on the overall layout. From the perspective of megalopolis development pattern, Hangzhou’s economic development is relatively good, attracting a large number of population and factor inflow. But at present, the development potential space of the central urban area is relatively limited, and the capacity has been relatively high. Therefore, Hangzhou still hopes to introduce some new development elements to the surrounding areas of Hangzhou’s central urban area, namely the “Nine Star cities”. On the one hand, it can effectively alleviate the pressure of the narrow central city itself, but also promote the development of the new city.
Tang hairu said that in this process, the differential settlement policy is an important driver. The development of the nine star cities also needs more elements to gather. Through the differential settlement policy, more people are induced to gather in the direction of new towns.
In addition to the settlement policy, in terms of land use indicators, the plan proposes to increase the supply of housing land for the “Nine Star cities”. New planning and supply of residential land indicators to the “Nine Star City”, explore diversified land transfer mode, increase the supply of rental housing land. Under the premise of ensuring the urban environmental quality and public service capacity, moderately improve the development intensity of planned residential land within 600 meters of key functional areas and large capacity public transport corridor nodes.
“Plan” also proposed that the implementation of differentiated housing policy. Xianghu, Sanjiang and other cities in the future should be selected to carry out the pilot project of “live and live balance” in specific areas such as the future city, and the priority areas to protect the registered residence and the demand for housing in the region. Explore and study the housing policy in specific regions, and formulate differentiated housing measures in specific regions.
Differential settlement policy also helps to promote the development of related industries. For Hangzhou, in recent years, the rapid economic development of Hangzhou depends on the pulling effect of the three industries, especially the digital economy, but it is not satisfactory in the fields other than the digital service industry. For Hangzhou, it is an important direction to drive the development of digital manufacturing industry by digital service industry.
Tang hairu said that among the “Nine Star cities” in Hangzhou, Yuhang and Xiaoshan have been closely connected with the main urban areas, and even some areas have become urban centers. These areas will develop producer services, scientific and technological innovation and some advanced manufacturing industries in the future. However, due to the high land price in the central area, it is difficult for industrial production to stay for a long time, and it is also difficult to recruit employees. Therefore, from the perspective of large-scale equipment manufacturing industry distribution, it is generally within 30 kilometers outside the central urban area, which will be relatively stable. In this regard, Hangzhou has Fuyang, Qiantang and other new cities dominated by manufacturing industry. Making differentiated policies for these new towns can also encourage the talents needed by manufacturing industry to gather in these regions.
