The purpose of the draft is to better implement the housing development strategy of “increasing the total amount, optimizing the layout, adjusting the structure and improving the quality” proposed in the “Shenzhen land space master plan (2020-2035)” (Draft), establish a long-term mechanism for residential land supply, and ensure the long-term, stable and healthy development of the real estate market.

The draft specifies 12 aspects, many of which are worthy of attention: firstly, according to the draft land and space planning, the goal of residential space security should be clarified, the scale and proportion of residential and public facilities land should be increased, and the average housing area of the city’s permanent residents should reach more than 40 square meters by 2035, In principle, the annual supply of residential land shall not be less than 30% of the supply of construction land.
Secondly, optimize the layout of residential land structure, increase the proportion of residential land in urban core areas and comprehensive service centers, and accelerate the integration of industry and city; To create a livable and moderate living space, reasonably determine the height of residential buildings and the nature of land use; On the premise that public facilities can bear the load, we should improve the development intensity of residential land in some areas, and encourage the comprehensive development of residential land around rail stations.
For the planning and construction of public facilities closely related to people’s livelihood and happiness, efforts should be made to realize the “seven haves for people’s livelihood”, make overall planning and layout of residential land and public facilities land and construction time sequence, especially strictly implement the joint review system of degree construction, and clarify the supporting measures for degree construction of various projects; It is necessary to strengthen the guarantee of new land use, and establish a residential land supply mechanism with preparation first and rolling promotion.
