Promoting the balanced development of compulsory education by means of multi location oriented policy
In April this year, Xicheng District, Haidian District and Dongcheng District, which have the richest educational resources in Beijing, respectively issued the relevant implementation measures for the enrollment of compulsory education, pointing out that they will resolutely implement the multi school slicing policy for the enrollment of children from families who purchase houses after a specific time point.
Among them, Haidian has made it clear that families newly registered after January 1, 2019 and who have obtained the real estate certificate will no longer apply for admission to one school, but will be divided into several schools; Xicheng District is clear that after July 31, 2020, new housing or registered residence moved from Xicheng District to other districts of the city, and no longer corresponds to the registration and enrollment schools. The reporter noted that in addition to the introduction of a series of policies to promote the quality and balance of compulsory education, the relevant departments in many cities are also making efforts to crack down on the illegal publicity and speculation of house prices in the name of school district housing. Beijing, Chengdu, Shijiazhuang, Nanjing and other cities launched actions to control false and illegal advertisements in the field of real estate. In April this year, the Beijing Municipal Commission of housing and urban rural development, together with relevant departments, carried out special law enforcement inspection on Wanliu and Cuiwei of Haidian District, Desheng and financial street of Xicheng District, intersection of Dongcheng District and other areas with rapidly rising prices in response to the speculation of school district housing by real estate agencies. Six stores, including Lianjia and I love my family, suspended business for rectification.
Yan Yuejin, research director of think tank center of E-House Research Institute, said that school district housing is the leader of every round of real estate market in recent years, and the obvious speculation is harmful to education equity. At present, the real estate market regulation is becoming more and more micro and accurate. The signal of this round of “directional regulation” for school district housing is very obvious. It is of positive significance to promote the equity and balance of educational resources by cracking down on the speculation of school district housing and cooling down the high price school district housing.
Housing prices in some urban school districts have loosened
According to the data of relevant institutions, in recent months, except for the peak trading volume in March and April, the second-hand housing turnover in other months is basically around 1000 sets. Among the 11 school districts, the average price of second-hand houses in Desheng, Yuetan and Financial Street is the highest, and the price of an old house of 60 square meters in the 1980s is about 10 million yuan.
