Just now, the Shanghai Municipal Housing Administration has released the notice on Further Strengthening the management of the real estate market in the city on its official website. The “notice” issued seven measures, mainly including strict record management of new commercial housing prices, and five-year sale of some houses.
The “notice” clearly implements the housing sales restriction. That is to say, the newly-built commercial housing purchased in accordance with the preferential purchase policy can only be transferred after 5 years of online signing and filing of the purchase contract.

Notice on Further Strengthening the administration of the real estate market of this Municipality
In order to implement the “opinions on promoting the steady and healthy development of the real estate market in this city” (hjfgl  No. 48), further strengthen the management of the land market and commercial housing market, strive to stabilize the land price, house price and expectation, and ensure the steady and healthy development of the real estate market in this city, the relevant matters are hereby notified as follows:
1、 Strengthen the management of residential land supply. Timely release of residential land supply plan and stock residential land information. Increase the supply of commercial residential land, affordable housing land “should be guaranteed as much as possible”, separate rental housing land plan. The main responsibility of each district should be compacted, the land price control target should be quantified, the land transfer scheme should be reasonably formulated, the market expectation should be stabilized, the high premium should be strictly prevented, and the irrational land acquisition should be resolutely curbed.
2、 We will deepen and improve the linkage mechanism between housing prices and land prices. On the basis of the linkage of house price and land price, limited price bidding is implemented for the transfer of commercial residential land. Before participating in the auction of commercial residential land, bidders should sign a letter of commitment to know the inquiry results of the real estate linkage price of the transferred plot and the rational bidding, and the letter of commitment should be included in the land transfer contract. For enterprises with irrational bidding, planning and resources, housing management and other departments jointly hold talks and warnings, and subsequently strengthen the supervision of land transfer contract performance, financial credit, tax, housing sales and so on.
3、 Strict record management of new commercial housing prices. Each district should take the main responsibility for the price record management of new commercial housing projects, guide the development enterprises to set reasonable prices, and resolutely adjust the overpriced projects. The municipal housing management department further strengthened the price record review of new commercial housing projects, and resolutely prevented the record price of listed sales projects from being too high.
4、 Strengthen the management of commercial housing transactions. We will further optimize the online registration system for housing transactions and broaden the application scope of online registration data. We should strengthen information sharing among departments, and intensify tax collection and management, verification of house purchase funds, and supervision of new house mortgage through big data screening and special inspection.
5、 Further strengthen the real estate intermediary management. We will continue to rectify and standardize the business behaviors of real estate intermediaries, and strive to strengthen the supervision of real estate information service platforms. Standardize the information release behavior of second-hand housing price, strictly check the housing supply, and do not release the listing information of housing supply without verification. We will seriously investigate and deal with such behaviors as inducing false high prices to be listed, driving up house prices, taking advantage of opportunities to speculate, and disrupting the market.
6、 Strictly regulate the purchase of commercial housing by enterprises. Fully implement the provisions on regulating the purchase of commercial housing (including new commercial housing and second-hand housing) by enterprises, and strictly review the time limit for re listing of commercial housing purchased by enterprises. When the new commercial housing project is opened for sale, the residents have priority over the enterprises in choosing houses to buy.
